SUBJECT: Space Management Procedures for the National Capital Region (NCR)
References: See Enclosure 1
1. PURPOSE. In accordance with the authority in DoD Directive (DoDD) 5105.82 (Reference
(a)), DoDD 5105.53 (Reference (b)), and Deputy Secretary of Defense Memorandum (Reference
(c)), this instruction reissues DoD Instruction 5305.5 (Reference (d)) to establish policy, assign
responsibilities, and prescribe procedures for the acquisition, assignment, design, construction,
allocation, and effective use of federally owned and federally leased administrative space and
real property occupied by DoD Components located in the NCR, in accordance with the
objectives stated in Executive Order 12411 (Reference (e)), under the direct control and
accountability of Washington Headquarters Services (WHS) pursuant to section 2674 of Title 10,
United States Code (Reference (f)).
2. APPLICABILITY. This instruction applies to:
a. OSD, the Military Departments, the Office of the Chairman of the Joint Chiefs of Staff
and the Joint Staff, the Combatant Commands, the Office of the Inspector General of the
Department of Defense, the Defense Agencies, the DoD Field Activities, and all other
organizational entities within the DoD (referred to collectively in this instruction as the “DoD
Components”).
b. All DoD Components located or seeking location in the NCR, regardless of whether the
space involved is federally owned or federally leased, and under the direct control and
accountability of WHS.
3. POLICY. It is DoD policy that:
a. Efficient space utilization will be promoted and enforced in the NCR with due
consideration for economy, the national defense, the need for consolidation, and service to the
public or government as a whole.
