1.
Purpose. This instruction provides uniform policy and guidance, and assigns responsibility
for how Naval
Sea Systems Command Headquarters (NA VSEA HQ) workspace will be
allocated, assigned, and managed. Reference (a) provides facility planning criteria for use
in
computing quantitative facility requirements for the Navy. Reference (b) provides guidance for
assigning field activity personnel to
NA
VSEA
HQ
and its affiliated Program Executive Offices
(PEO).
Reference (c) provides the Transfer/Intro/Exit (TIE) process model for seating,
transferring, and unseating personnel in
NAVSEA HQ workspace. Reference (d) provides the
process, data, organization, and performance measurement models and
job
aids for implementing
Workspace Management across
NA
VSEA.
2. Scope. This instruction applies to all NA VSEA HQ, PEOs, and
NA
VSEA subordinate
organizations occupying
NAVSEA HQ workspace (SEA 08 is excluded). Paragraph 8
of
this
instruction applies to NAVSEA field activities.
3. Background
a. After
NAVSEA
HQ
moved to the Washington Navy Yard, a space allocation and
management process was established under the cognizance
of
the NAVSEA Executive
Director,
SEA
DOB
. A Zoning Board
of
senior executives was established to decide space
allocation issues and to set standards for the configuration and appearance
of
all NA VSEA
HQ space. This instruction provides updated guidance
on
that process.
