(2) GFE Cost Estimating Process
1. Purpose
a. This instruction establishes and implements uniform policy for preparing Shipbuilding
Conversion, Navy (SCN) and other ship procurement account cost estimates for Mission
Systems and for Government Furnished Equipment (GFE) and Government Furnished Material
(GFM) managed by Naval Sea Systems Command (NAVSEA) and affiliated Program Executive
Offices (PEO).
b. This instruction is a complete revision and should be reviewed in its entirety. The
purpose of this revision is to account for changes in the acquisition and budgeting cycles. It
provides all the required programmatic information needed to validate the GFE and GFM costs.
It also includes a detailed breakout of how to complete a basis of estimate (BOE) to support the
costs.
2. Cancellation. This instruction supersedes NAVSEAINST 7300.13B of 18 October 2012.
3. Background. Reference (a) provides implementing guidance for reference (b) to the
Department of the Navy (DON) on the major and non-major acquisition programs.
