History. This publication is a major revision. The portions affected by this revision are listed in
the summary of changes.
Summary. This regulation prescribes policy and implements procedures for the administration
of military justice.
Applicability. This regulation applies to all commands and Soldiers assigned to, attached to, or
otherwise under the command and control of the U.S. Army Training and Doctrine Command
(TRADOC).
Proponent and exception authority. The proponent of this regulation is the TRADOC Staff
Judge Advocate (SJA). The proponent has the authority to approve exceptions or waivers to this
regulation that are consistent with controlling law and regulations. The proponent may delegate
this approval authority in writing.
Supplementation. Supplementation is authorized after upon approval. Send one copy of the
proposed supplement to TRADOC Office of the Staff Judge Advocate (OSJA), 950 Jefferson
Avenue (ATJA), Fort Eustis, VA 23604-5707.
Suggested improvements. Users may submit comments and suggested improvements on DA
Form 2028 (Recommended Changes to Publications and Blank Forms) to Headquarters, U.S.
