History. This is a rapid action revision to United States Army Training and Doctrine Command
(TRADOC) Regulation 37-3.
Summary. This regulation establishes policies and procedures for the effective management
and control of the Government travel charge card.
Applicability. This regulation applies to all elements of TRADOC, to include HQ TRADOC,
senior commander installations, schools and centers, subordinate commands, activities, and
units, including those elements not on an installation with a TRADOC senior commander.
Proponent and exception to authority. The proponent of this regulation is Deputy Chief of
Staff (DCS), G-8. The proponent has the authority to approve exceptions or waivers to this
regulation that are consistent with controlling law and regulations. Activities may request a
waiver to this regulation by providing justification that includes a full analysis of the issue and a
formal review by the activity's senior legal officer. All waiver requests will be endorsed by the
senior leader of the requesting activity and forwarded through higher headquarters to the policy
proponent.
