History. This publication is a new United States Army Training and Doctrine Command
(TRADOC) regulation.
Summary. This regulation prescribes policy and provides guidance to Commanders in the
Army Training Help Desk (ATHD) Federation for oversight and management.
Applicability. This regulation applies to active Army, United States Army Reserve and the
Army National Guard (ARNG) at the Service schools, Army training centers, or other training
activities under Headquarters, TRADOC or non-TRADOC proponent control.
Proponent and exception authority. The proponents for this regulation are the United States
Army Combined Arms Center and the United States Army Training Support Center (ATSC).
Proponents have the authority to approve exceptions or waivers to this regulation that are
consistent with controlling law and regulations.
Army management control process. This regulation does not contain internal control
provisions.
