1. PURPOSE. Establish policy for the oversight and management of Commandant (CG-9) managed
Major Maintenance Availabilities (MMAs) for cutters.
2. ACTION. All Coast Guard Flag Officers, Senior Executive Service (SES) civilian employees, and
their staffs are to familiarize themselves and comply with the provisions of this Instruction. Internet
release is authorized.
3. DIRECTIVES AFFECTED. None.
4. DISCUSSION. MMAs on post Full Operational Capability (FOC) cutters in the operations and
support phase are not considered acquisitions by DHS Reference (a) and are therefore, not subject to
DHS 102-01-001, Acquisition Management Instruction requirements. However, the high cost of
MMAs warrants an elevated level of rigor and oversight commensurate with the complexity of such
efforts. This Instruction defines the process to manage and govern designated MMA projects.
