PURPOSE. The purpose of this Instruction is to establish policy for the operation of the U.S.
Coast Guard’s (USCG) Support Equipment - Weight and Material Handling (WHE/MHE)
Program. The goal of the program is to support safe WHE/MHE operations and follow the
Mission Support Business Model (MSBM) principles. The MSBM emphasizes standard
practices and procedures for procurement, maintenance, and operations while ensuring
personnel safety and mission readiness in accordance with References (a) through (l).
