1. PURPOSE. This Instruction establishes Coast Guard policy and procedures governing the
use of the Cybersecurity Employee Retention Plan for Coast Guard civilian employees paid
from Operations and Support appropriations. The plan authorizes cybersecurity retention
incentive payments for employees with critical cyber certifications or a group incentive
payment for cybersecurity employees with unusually high or unique qualifications who are
likely to leave Federal Service.
2. ACTION. All Coast Guard commanders, commanding officers, officers-in-charge, deputy
commandants, assistant commandants, and HQ directors will comply with the provisions of
this Instruction. Internet release is authorized.
3. DIRECTIVES AFFECTED. None.
4. BACKGROUND. DHS established the Cybersecurity Employee Retention Incentive
Program to retain uniquely qualified employees in cybersecurity designated positions.
References (a) through (c) authorizes DHS Components to develop a plan for using this
incentive. Pursuant to the Department of Homeland Security (DHS) policies in References
(c) and (d), this Instruction establishes the Coast Guard’s policy and procedures for using this
incentive.
