Use/Relationship: The Contract Change Proposal (CCP) provides the data necessary to
propose, control, and approve changes to contractual documents that are not part of a technical
baseline. CCPs are not used for making changes to specifications, drawings, or other technical
baseline documentation. In the event changes to documents affect both a technical baseline
document and a non-technical baseline document, all changes shall

a. This Data Item Description (DID) contains the format, content, and intended use information
for the data product resulting from the specific and discrete task requirement as delineated in
the contract.
b. This DID is used on any type contract where a vehicle for contract and processing of non-
technical contract changes is needed.
c. This DID supersedes DI-ADMN-81401B.
Requirements:
1. Reference documents. The applicable issue of the documents cited herein, including their
approval dates and dates of any applicable amendments, notices, and revisions, shall be as
specified in the contract.
2. Format. The CCP shall be in the contractor’s format.
3. Content. The CCP shall contain the following:
3.1 Control number and date of preparation. A CCP control number shall be assigned. The
date of CCP preparation shall also be included.
3.2 Title. A descriptive title shall be assigned.
3.3 Affected items. Part or parts of the contract that are affected by the proposed changes
(e.g., contract data requirements list, statement of work, plan, or contract section)
identified. Each affected part(s) of the contract shall be provided in total, and all proposed
changes shall be clearly identified and marked within the document.
3.4 Statement of justification and alternatives. The reason for change shall be identified

change shall be included.
3.5 Description of proposed change. A detailed description of the proposed change shall be
provided.
3.6 Schedule. A working schedule for implementation of the CCP, including target date for
implementation via contract modification, shall be identified. If conditions exist that make
implementation urgent, a brief explanation shall be included.
