Purpose: In accordance with the authority in DoD Directive 5110.04 and DoD Instruction
(DoDI) 5025.01, this issuance implements policy, assigns responsibilities, and provides procedures for
the employment of experts and consultants consistent with Section 3109 of Title 5, United States Code
(U.S.C.) and Part 304 of Title 5, Code of Federal Regulations (CFR).
