This publication implements, in part, Air Force Policy Directive 16-6, International Arms Control
and Nonproliferation Agreements, and the DoD Foreign Clearance Program. This instruction
provides guidance for treaties and agreements involving military transparency and conventional
forces, specifically, Air Force implementation of, and compliance with, the Treaty on Open Skies
(hereinafter referred to as Open Skies), the Treaty on Conventional Armed Forces in Europe
(hereinafter referred to as the CFE Treaty), and the Vienna Document on Confidence and Security-
Building Measures (hereinafter referred to as Vienna Document). This publication applies to all
Air Force personnel to include Air National Guard and Air Force Reserve units. This Air Force
