This Instruction implements Air Force Policy Directive 16-6, International Arms Control and
Nonproliferation Agreements and the Department of Defense Foreign Clearance Program. It
establishes the requirements for implementing and complying with international arms control and
nonproliferation agreements. This Instruction is consistent with Air Force Policy Directive 13-5,
Air Force Nuclear Mission, and incorporates guidance to ensure related publications remain
consistent with Air Force Policy Directive 13-5 and Air Force priorities for the nuclear mission.
It applies to all Regular Air Force, Air National Guard, and Air Force Reserve personnel involved
in the acquisition, operation, and support of weapon systems or equipment that are affected by
international arms control and nonproliferation-related agreements (referred to hereafter as arms
