SUBJECT: AFMC Guidance Memorandum for AFI16-701, Management, Administration and
Oversight of Special Access Programs (Management, Administration, Oversight and
Support of AFMC SAP Activities)
1. By Order of the Commander, Air Force Materiel Command (AFMC), this Guidance
Memorandum is the first instance of a to-be published AFMC supplement to AFI 16-701,
Management, Administration and Oversight of Special Access Programs, 18 Feb 2014.
Compliance with this memorandum is mandatory. There are no releasability restrictions on this
publication. To the extent its direction is inconsistent with other AFMC publications, the
information herein prevails in accordance with (IAW) AFI 33-360, Publications and Forms
Management.
2. This Guidance Memorandum implements supplemental guidance for AFI16-701,
Management, Administration and Oversight of Special Access Programs. It establishes
responsibilities for the management, administration and oversight of SAPs for which the Air
Force has cognizant authority (CA), hereafter referred to as SAPs. This publication applies to all
AFMC Regular Air Force. This publication does not apply to United States Space Force, Air
Force Reserve, or Air National Guard units. Ensure that all records generated as a result of
processes prescribed in this publication adhere to Air Force Instruction (AFI) 33-322, Records
Management and Information Governance Program, and are disposed of in accordance with the
Air Force Records Disposition Schedule which is located in the Air Force Records Information
Management System. Refer recommended changes and questions about this publication to the
Office of Primary Responsibility (OPR) using the AF Form 847, Recommendation for Change of
Publication. The authorities to waive wing/Space Force equivalent/unit level requirements in this
publication are identified with a Tier (“T-0, T-1, T-2, T-3”) number following the compliance
statement. See DAFI 33-360, Publications and Forms Management, for a description of the
authorities associated with the Tier numbers. Submit requests for waivers through the chain of
command to the appropriate waiver approval authority, through the publication OPR. This
publication may be supplemented at any level, but all supplements must be routed to the OPR of
this publication for coordination prior to certification and approval. Compliance with the
attachments in this publication is mandatory.
