This manual implements Air Force Policy Directive (AFPD) 10-2 Readiness, Department of
Defense Directive 6055.17, and supports AFPD 10-25, Emergency Management. It applies to all
U.S. Air Force personnel including Air National Guard (ANG) and Air Force Reserve (AFR). It
establishes and describes the Air Force Operational Reporting (OPREP) System. It explains the
purpose and gives instructions for preparing and submitting these reports. Refer recommended
changes and questions about this publication to AF/A3T, 1480 Air Force Pentagon, Washington,
D.C. 20330-1480, Office of Primary Responsibility (OPR) using the AF Form 847,
Recommendation for Change of Publication; route AF Forms 847 from the field through the
