This publication implements and extends the guidance of Air Force Manual (AFMAN) 23-122,
Materiel Management Procedures. It applies to all Air Force personnel (military, civilian, and
contractor). Note 1: all contractor requirements contained within this AFMCMAN must be
contained within the contract/grant/agreement to be enforceable. Note 2: This manual does not
apply to Nuclear Weapons-Related Materiel (NWRM) items managed in accordance with Air
Force Instruction (AFI) 20-110, “Nuclear Weapons-Related Materiel (NWRM) Management. It
establishes procedural guidance for the Readiness Based Leveling (RBL) Process and AF Organic
RBL System (D035E). This publication provides informational guidance for all Air Force (AF)
Major Commands and specific guidance to personnel performing functions as: AF Item Managers
(IMs), Supply Planners (SP), Program Managers (PMs) or Equipment Specialists (ESs) located at
AFMC installations who are responsible for reviewing, validating, managing, and approving
adjusted stock levels prior to loading them in the RBL system (D035E). Additionally, this manual
applies to Air Force Contractor-Inventory Control Points (C-ICP) who utilize the RBL process.
This publication applies to AFMC Regular Air Force (RegAF), Air Force Reserve Command
(AFRC), and Air National Guard (ANG) units. This publication may not be supplemented or
further implemented/extended. Submit requests for waivers using AF Form 679, Air Force
Publication Compliance Item Waiver Request/Approval, through the chain of command to the
appropriate Tier waiver approval authority, or alternately, to the Publication OPR for non-tiered
compliance items. All requests for waiver must be approved by the publication OPR prior to
