This instruction implements policy guidance in AFPD 13-1, Command and Control Enterprise
(C2E) and it authorizes and establishes procedures and criteria for training, qualifying and
evaluating Civilian Simulator Instructors (CSI) assigned to Air Battle Management (ABM)
training organizations. This instruction does not apply to Air Force Reserve Command or Air
National Guard units. Forward proposed supplements to this instruction to 19 AF/OSV for
coordination prior to publication. After publication, send one copy of unit-level supplements to
19 AF/OSV. The authorities to waive wing/unit level requirements in this publication are
identified with a Tier (“T-2 and T-3”) number following the compliance statement. See AFI 33-
360, Publications and Forms Management, Table 1.1 for a description of the authorities
associated with the Tier numbers. Request waivers to this instruction through standardization and
evaluation (Stan/Eval) channels to 19 AF/OS. The operations group (OG) commander of the unit
that generated the supplement will handle waivers to supplemental guidance. Ensure that all
records created as a result of processes prescribed in this publication are maintained IAW Air
Force Manual (AFMAN) 33-363, Management of Records, and disposed of IAW Air Force
Records Information Management System (AFRIMS) Records Disposition Schedule (RDS).
Submit suggested improvements to this instruction on AF Form 847, Recommendation for
Change of Publication, through Stan/Eval channels, to 19 AF/OSV. See Attachment 1 for a
glossary of references and supporting information.
