This instruction implements AFPD 11-2, Aircraft Rules and Procedures and establishes guidance
from AFPD 11-4, Aviation Service. This instruction does not apply to the Air National Guard
(ANG) and Air Force Reserve Command (AFRC) and their units, except when assigned as Air
Advisors going through aircraft qualification. It authorizes and establishes procedures and
criteria for qualifying and evaluating all USAF aircrew personnel performing aircrew duties as
Air Advisors on non-USAF aircraft in support of Combatant Commanders (CCDR) and SAF/IA
requirements under appropriate legal authorities. This instruction does not apply to USAF Air
Advisor Aircrew under Operational Control (OPCON) of theater Air Forces unless specifically
stated by appropriate theater Air Force authority, or aircrew operating aircraft that have a
specific Mission Design Series (MDS) Volume 2. The authorities to waive wing/unit level
requirements in this publication are identified with a Tier (“T-0, T-1, T-2, T-3”) number
following the compliance statement. See AFI 33-360, Publications and Forms Management, for a
description of the authorities associated with the Tier numbers. Submit requests for waivers
through the chain of command to the appropriate Tier waiver approval authority, or alternately,
to the publication OPR for non-tiered compliance items. Submit requests for waivers through
chain of command to AETC/A3QF. Units will forward proposed supplements to this volume to
AETC/A3QF, for coordination prior to publication. Submit suggested improvements to this
instruction on AF Form 847, Recommendation for Change of Publication, through
standardization and evaluation (Stan/Eval) channels to AETC/A3QF. Ensure that all records
created as a result of processes prescribed in this publication are maintained IAW Air Force
Manual (AFMAN) 33-363, Management of Records, and disposed of IAW Air Force Records
