This instruction implements AFPD 13-2, Air Traffic, Airfield, Airspace and Range Management. It
also implements Department of Defense (DoD) Directive 5030.19, DoD Responsibilities on Federal
Aviation and National Airspace System Matters. It provides guidance and procedures for developing
and processing Special Use Airspace and Airspace for Special Use. It covers aeronautical matters
governing the efficient planning, acquisition, use, and management of airspace required to support
USAF flight operations. It applies to activities that have operational or administrative responsibility
for using airspace. It establishes practices to decrease disturbances from flight operations that might
cause adverse public reaction and provides flying unit commanders with general guidance for working
with stakeholders and dealing with local issues. This Instruction applies to all Air Force (AF), Air
Force Reserve Command (AFRC), and Air National Guard (ANG) component of the National Guard
