Chapter 6 - Foreign Language Proficiency Pay
Note: Copies of all orders initiating, terminating or changing FLPB pay
must be submitted to the Finance Office
A. Foreign Language Proficiency Bonus (FLPB)
1. Chapter 6, AR 11-6 covers the FLPB program.
2. IAW paragraph 6-3c, AR 11-6, the effective date of FLPB payments will be
the date of the defense language proficiency test (DLPT), defense language
reading proficiency test (DLRPT), or oral proficiency test (OPI). If the DLPT is
administered on two separate days, then the effective date of foreign language
proficiency bonus (FLPB) will begin on the later of the two dates.
3. IAW paragraph 6-4, AR 11-6, the amount of FLPB may not exceed $500
per month for a single language, and $1,000 per month for a combination of
languages.
4. The FLPB payment level (see table 6-2) is determined by proficiency
ratings (see table 6-1) and language payment list (see table 6-3). Soldiers will be
paid depending on which payment list the language is listed, except for those
languages identified as dominant languages for which no entitlement will be paid.
Exceptions are listed in paragraph 6-4c(6), AR 11-6.
5. Table 6-4, AR 11-6 provides the steps for awarding or changing the
foreign language proficiency bonus level.
6. Table 6-5, AR 11-6 provides the steps for maintaining the foreign language
proficiency bonus program.
7. Table 6-6, AR 11-6 provides the steps for terminating or reinstating foreign
language proficiency bonus.
8. Annual certification is a requirement for FLPB. IAW paragraph 6-6a(2),
AR 11-6, Soldiers who are due annual recertification, but are assigned OCONUS
where testing facilities are not available, can have their commander/supervisor
recertify their current proficiency in lieu of the DLPT or OPI. Soldiers must be
recertified using the DLPT or OPI as soon as practicable within 180 days after
returning to their permanent duty station.
9. Requests for FLPB must include signed DA Fm 4187 and DA Fm 330,
Language Proficiency Questionnaire.
