This instruction implements Air Force Policy Directive (AFPD) 91-1, Nuclear Weapons and
Systems Surety. This publication is consistent with AFPD 13-5, Air Force Nuclear Mission. It
outlines general responsibilities for the Air Force Nuclear Weapons Surety Program and defines
implementing requirements. This instruction applies to all civilian employees and uniformed
members of the Regular Air Force, Air Force Reserve, and Air National Guard. Failure to
observe prohibitions and mandatory provisions in paragraphs 5.2, 5.3 and associated
subparagraphs of this publication by military members is a violation of Article 92, Uniform Code
of Military Justice. Violations may result in administrative disciplinary action without regard to
otherwise applicable criminal or civil sanctions for violations of related laws. Ensure all records
created because of processes prescribed in this publication are maintained in accordance with Air
Force Manual (AFMAN) 33-363, Management of Records, and disposed of in accordance with
Air Force Records Information Management System Records Disposition Schedule. Refer
