1. Forwarding of Mail To Soldiers.
a. Parcels cannot be forwarded. (Must have a customs declaration).
b. Standard mail cannot be forwarded, unless endorsed “Forwarding Service
Requested,” and or “Address Service Requested.” Recommend you have your bank send your
checks as First Class Mail to you at your overseas location.
c. Inform your publisher of your newspaper or magazine of your overseas APO address.
2. Sending Mail to the Soldier .
a. You must personally pay postage. The Army is restricted and cannot pay to send the mail.
b. Here are the current restrictions.
(1) Securities, currency, or precious metals in their raw, unmanufactured state are prohibited.
Official shipments are exempt from this restriction.
(2). Mail addressed to "Any Servicemember," or similar wording such as "Any Soldier,"
"Sailor," "Airman," or "Marine"; "Military Mail"; etc., is prohibited. Mail must be addressed to an
individual or job title such as "Commander," "Commanding Officer," etc.
(3) PS Form 2976-A is required for all mail weighing 16 ounces or more, with exceptions
noted below. In addition, mailers must properly complete required customs documentation when
mailing any potentially dutiable mail addressed to an APO or FPO regardless of weight.
(4) PS Form 2976 or 2976-A is required. Articles are liable for customs duty and/or purchase
tax unless they are bona fide gifts intended for use by military personnel or their dependents.
When the contents of a parcel meet these requirements, the mailer must endorse the customs
form, "Certified to be a bona fide gift, personal effects, or items for personal use of military
personnel and dependents," under the heading, Description of Contents. Exceptions: All other
exceptions listed in restriction 3 above are applicable to this restriction.
PS Form 2976 (Customs –CN 22). The green PS Form 2976 must be completed and
placed by the sender to the lower left side of the address on each letter or letter package
containing dutiable merchandise; on each package of dutiable printed matter (i.e., cassette
tapes), on each small package, and on MPS mail.
PS Form 2976-A (Customs Declaration and Dispatch Note). If the sender does not
wish to describe the contents of a letter or parcel on the wrapper, the sender may place the
upper part of the green PS Form 2976 to the lower left side of the address on the article,
then complete PS Form 2976-A and place it inside the parcel.
