the Under Secretary

Defense for Policy, has
determined that portions
of
this document are exempt from release because they are
currently and properly classified
in
accordance with Executive Order 12958, as amended,
Section 1.4 (c) concerning Intelligence activities (including special activities),
intelligence sources or methods,
or
cryptology. Accordingly, we are denying these
portions pursuant to 5 USC § 552 (b)
(I),
as they are specificall y authorized under criteria
established
by
an Executive order to
be
kept secret in the interest
of
national defense
or
foreign policy. Additionally, some information has been denied pursuant to 5 USC §
552(b )(2)(High) because it pertains to information, which
if
released, would allow
circumvention
of
an
agency rule, policy,
or
statute, thereby impeding the agency in the
conduct
of
its mission.
If
you are not satisfied with this response, you may appeal to the appellate
authority, the Director
of
Administration and Management, Office
of
the Secretary
of
Defense. To submit
an
appeal, you should write directly to the Defense Freedom
of
Information Policy Office, Attn: Mr. James Hogan, 1155 Defense Pentagon,
