1. Purpose: This Circular establishes policy for the management of Federal information resources.
OMB includes procedural and analytic guidelines for implementing specific aspects of these policies as
appendices.
2. Rescissions: This Circular rescinds OMB Memoranda M-96-20, "Implementation of the Information
Technology Management Reform Act of 1996;" M-97-02, "Funding Information Systems Investments;"
M-97-09, "Interagency Support for Information Technology;" M-97-15, "Local Telecommunications
Services Policy;" M-97-16, "Information Technology Architectures".
