Organization

National
Security
T
he
Commander
in
Chief.
The President
of
the United States
is,
by provision
of
the Constitution, commander
in
chief
of
the armed forces. The National
Security Council
(NSC), the President's Intelligence Advisory Board
and
Intelligence Oversight Board,
and
the White House Military Office (WHMO) are
among the government entities within the Executive
Office
of
the President.
The
National
Command Authorities
(NCA).
The NCA consists
of
the President
and the Secretary
of
Defense, who have the sole authority for malting certain types
of
defense-related decisions. The combatant commanders (COCOMs)
of
the oper-
ational forces report to the NCA.
The
National
Security
Council
(NSC).
Established by the National Security
Act
of
1947 and modified
by
the
Goldwater~Nichols
Department
of
Defense
Reorganization Act
of
i986, the NSC
is
chaired
by
the President and has
as
stat-
utory members the Vice President, Secretary
of
State, and Secretary
of
Defense.
Other regular attendees include the Secretary
of
the Treasury, the Assistant to the
President for National Security Affairs, the Chief
of
Staff to the President, Counsel
to the President,
and
the Assistant to the President for Economic Policy. The
Director
of
National Intelligence (DNI)
and
Chairman
of
the Joint Chiefs
of
Staff
