Budget (OMB) Circular A-11, Part 2, Sec. 33.4, and the Manual of Regulations and Procedures for Radio
Frequency Management require certification of spectrum support prior to authorization to operate for
experimental testing (Stage 2), developmental testing (Stage 3), or operation (Stage 4) of new major
spectrum-dependent (S-D) systems and equipment.
DoDI 4650.01 requires Spectrum Supportability Risk Assessments (SSRAs) to be performed by DoD
components for all S-D systems and equipment to identify risks as early as possible and affect design and
procurement decisions. As indicated below, these risks are reviewed at each acquisition milestone (MS)
and are managed throughout the system’s lifecycle.
