Purpose: This manual is composed of several volumes, each containing its own purpose. In
accordance with DoD Directive (DoDD) 5143.01 and DoD Instruction (DoDI) 5200.08:
• The manual implements policy, assigns responsibilities, and prescribes procedures for
managing and executing the DoD Physical Security Program.
• This volume assigns responsibilities and prescribes procedures for controlling physical
access to DoD installations consistent with Section 1069 of Public Law 110-181 and Section
1086 of Public Law 114-92 by establishing:
o Standards and methods for verifying the identity of and protocols for determining the
fitness of individuals entering DoD installations.
