1. REISSUANCE AND PURPOSE
This Administrative Instruction (AI) reissues Reference (a) as authorized by Reference (b) to
establish guidelines for developing, managing, submitting, and publishing rulemaking documents
(including DoD Directives, DoD Instructions, DoD Publications, and their changes) and notices
in the Federal Register (FR) and Code of Federal Regulations (CFR).
2. APPLICABILITY AND SCOPE
This AI applies to:
2.1. The OSD, the Chairman of the Joint Chiefs of Staff, the Combatant Commands, the
Office of Inspector General of the Department of Defense (DoD IG), the Defense Agencies, and
the DoD Field Activities (hereafter collectively referred to as the “DoD Components”).
2.2. Joint DoD Components in the National Capital Region when administrative support
services are provided by the Washington Headquarters Services (WHS).
