Purpose: In accordance with the authority in DoD Directive 5110.04 and DoD Instruction 5025.01,
this issuance:
• Provides the framework to implement policy established in the Federal Acquisition Regulation
(FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS).
• Assigns responsibilities and provide procedures for managing and participating in the OSD WHS
GPC Program, referred to in this issuance as the GPC Program.
