SUBJECT: Telework Program

1. PURPOSE. In accordance with the authority in DoD Directive (DoDD) 5105.53 and the
January 11, 2021 Deputy Secretary of Defense Memorandum (References (a) and (b)), this
administrative instruction (AI) implements policy, assigns responsibilities, and prescribes
procedures for administering the Telework Program in accordance with DoD Instruction 1035.01
(Reference (c)) and sections 6501 through 6506 of Title 5, United States Code (U.S.C.)
(Reference (d)).
2. APPLICABILITY. This AI:
a. Applies to OSD and those Defense Agencies, DoD Field Activities, and other DoD
Components that receive human resources services from Washington Headquarters Services
(WHS), referred to collectively in this issuance as “WHS-serviced Components.”
b. Applies to employees requesting telework as reasonable accommodation due to a
disability pursuant to sections 791 and 794a of Title 29, U.S.C. (also known as “the
Rehabilitation Act of 1973,” as amended (Reference (e))).
c. Will be used in conjunction with any applicable labor agreements.
3. POLICY. It is DoD policy in accordance with Reference (c) that telework will be:
a. Actively promoted and implemented throughout the DoD in support of the DoD
commitment to workforce efficiency, emergency preparedness, and quality of life. Telework
facilitates the accomplishment of work; can serve as an effective recruitment and retention
strategy; enhances DoD efforts to employ and accommodate people with disabilities; and creates
