Purpose: In accordance with the authority in DoD Directive 5110.04 and DoD Instruction 5025.01,
this issuance implements the requirements in Subpart 217.770 of the Defense Federal Acquisition
Regulation Supplement (DFARS), assigns responsibilities, and provides guidance and procedures for
reviewing and approving orders placed for supplies and services under non-DoD contracts, whether
through direct acquisition or assisted acquisition at all dollar values.
