SUBJECT: Department of the Air Force Guidance Memorandum (DAFGM) to Department of
the Air Force Instruction 10-2501, Emergency Management Program, 10 March 2020
By order of the Secretary of the Air Force (SecAF), Air Force Instruction (AFI) 10-2501,
Emergency Management Program, is re-designated as a Department of the Air Force (DAF)
Instruction (DAFI) 10-2501, Emergency Management Program, and this DAF Guidance
Memorandum (DAFGM) immediately implements changes to DAFI 10-2501, dated 10 March
2020. Compliance with this memorandum is mandatory and is effective immediately. To the
extent its direction is inconsistent with other Air Force (AF) publications, the information herein
prevails in accordance with DAFI 90-160, Publications and Forms Management.
The administrative changes to DAFGM2022-01 were incorporated to inform the field on
organizational changes within AF/A4CX (AF/A4CXR to AF/A4CXE). The newly designated
AF/A4CXE branch is the DAF Emergency Management (EM) Program Director and develops
EM policy. This DAFGM simplifies EM program guidance, clarifies Installation EM
programmatic roles and responsibilities, and removes confusion regarding the Installation EM
education and training programs. It adds guidance to synchronize Installation EM planning
activities to support the newly formed installation Mission Sustainment Team (MST) and to
facilitate effective disease and pandemic containment planning across the installation.
Additionally, it clarifies Installation EM Program exercise roles and responsibilities and
establishes clear exercise frequencies to meet DoDI 6055.17, DoD Emergency Management (EM)
Program, and other governing instructions. It removes arbitrary unit ability to survive and
operate (ATSO) training program requirements to enable unit commanders more flexibility in
building mission ready and resilient Airmen as part of an integrated approach to force
development in support of a comprehensive all-hazards EM and countering weapons of mass
destruction (CWMD) program.
