This publication implements Air Force Policy Directive (AFPD) 91-2, Safety Programs, and
AFPD 90-8, Environment, Safety and Occupational Health Management and Risk Management.
It prescribes guidance and responsibilities for United States Air Force (USAF) employment of
data-driven, proactive aviation safety programs. This instruction applies to all civilian employees
and uniformed members of the Regular Air Force, Air Force Reserve, and Air National Guard:
and contractors, if included in the applicable contract. Ensure all records created as a result of
processes prescribed in this publication are maintained in accordance with Air Force Manual
(AFMAN) 33-363, Management of Records, and disposed of in accordance with the Records
Disposition Schedule located in the Air Force Records Information Management System. Refer
recommended changes and questions about this publication to the Office of Primary Responsibility
(OPR) using the Air Force (AF) Form 847, Recommendation for Change of Publication; route AF
Forms 847 through the appropriate functional chain of command. This publication may be
supplemented at any level, but all supplements must be routed to the OPR of this publication for
