This manual implements Department of the Air Force Policy Directive (DAFPD) 10-2, Readiness,
and supports DAFPD 10-25, Emergency Management. It applies to all US. Department of the Air
Force (DAF) personnel including those in the Regular Air Force (RegAF), US Space Force
(USSF), Air National Guard (ANG), Air Force Reserve (AFR), and Civil Air Patrol (CAP). It
establishes and describes the Air Force Operational Reporting (OPREP) System. It explains the
purpose and gives instructions for preparing and submitting these reports. Refer recommended
changes and questions about this publication to the Office of Primary Responsibility (OPR) using
the AF Form 847, Recommendation for Change of Publication; route AF Forms 847 from the field
through the appropriate functional chain of command. Major Command (MAJCOM)/Direct
Reporting Unit (DRU)/Field Operating Agency (FOA) are authorized to supplement this Air Force
