EXAMPLE MEMORANDUM FOR DECLINATION OF PROMOTION
The memorandum for declination of promotion must be forwarded through the officer’s
rater and commander for counseling and appropriate endorsement. The endorsement
should contain a statement that the officer was counseled as required by paragraph 5-
5b, AR 600-8-29.
