This instruction implements Air Force Policy Directive (AFPD) 90-1, Policy Formulation as it
applies to the Air Force (AF) Memorial. This instruction establishes the overarching guidance and
authority for the Air Force District of Washington (AFDW) to execute roles and responsibilities
for the operation and maintenance of the AF Memorial. Specifically, this instruction describes the
AFDW responsibilities for AF Memorial overarching guidance, policy development, funding and
budgeting requirements and external customer and mission partner relationship management. This
instruction applies to the management of the AF Memorial and ensures a safe environment for
visitors. It also applies to all staff and subordinate units of the AFDW as well as users of the AF
Memorial to include but not limited to mission partners, Department of Defense (DoD), other
federal agencies, veteran service organizations, community partners, Air Force Reserve Command
units and the Air National Guard. All records created as a result of processes prescribed in this
publication are to be maintained in accordance with (IAW) Air Force Manual (AFMAN) 33-363,
Management of Records and disposed of IAW Air Force Records Information Management
System (AFRIMS) Records Disposition Schedule (RDS). Refer recommended changes and
questions about this publication to the Office of Primary Responsibility (OPR) using the AF Form
847, Recommendation for Change of Publication. The waiver approving authority for this
publication is the Administrative Assistant to the Secretary of the Air Force (SAF/AA) for non-
tiered requirements in this publication. Waiver requests to this instruction will be submitted using
the AF Form 679, Air Force Publication Compliance Item Waiver Request/Approval, to the
AFDW Director of Staff (AFDW/DS). The AFDW/DS will provide the waiver request and staff
analysis to the SAF/AA for consideration and adjudication. The use of the name or mark of any
