Framework for Artificial Intelligence
EXECUTIVE SUMMARY
On April 13, 2023, Senate Majority Leader Chuck Schumer introduced the beginnings
of a comprehensive regulatory framework to govern the development and usage of
AI in the operations and administration of government and private industry. The
proposed framework focuses on four guardrails designed to provide transparent and
responsible AI without stifling innovation. This framework emphasizes the
importance of allowing independent experts to review and test AI technologies
before public release or update and providing users with access to those results. The
guardrails also inform users and provide the government with the necessary data to
regulate AI effectively and reduce potential harm. By doing so, the framework
increases AI technologies' transparency, responsibility, and accountability, reducing
the potential for misuse, misinformation, and bias.

POLICY RECOMMENDATION(S)
To improve the impact of the proposed framework, ICIT suggests that lawmakers
consider the following:
Mandatory Disclosure: Companies developing AI technology must disclose the
algorithms, data sources, and models used to create the AI. This information should
be available for independent experts to review and test to ensure that the AI
technology is transparent and free from bias. Companies must also disclose the
intended use of the AI technology and any potential preferences that the AI may
have.
