SUBJECT: Orchestrating, Synchronizing, and Integrating Program Management of
Contingency Acquisition Planning and Its Operational Execution

1. PURPOSE. This Directive establishes policy and assigns responsibilities for program
management for the preparation and execution of acquisitions for contingency operations, in
accordance with section 854 of Public Law 109-364 (2006) (Reference (a)) and section 862 of
the National Defense Authorization Act for Fiscal Year 2008 (Reference (b)).
2. APPLICABILITY. This Directive applies to OSD, the Military Departments, the Office of
the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Combatant Commands, the
Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD
Field Activities, and all other organizational entities within the Department of Defense (hereafter
referred to collectively as the “DoD Components”).
3. DEFINITIONS. These terms and their definitions are for the purpose of this Directive.
a. contingency acquisition. Acquisition, as defined by the Federal Acquisition Regulation
(FAR) (Reference (c)), as it relates to acquisitions in support of a contingency operation, as
defined by sections 101(a) (13), 271-284, 331-335, 688, 12301(a), 12302, 12304, 12304(a),
12305, and 12406 of title 10, United States Code, (Reference (d)) or section 712 of title 14,
United States Code, (Reference (e)) such as the planning for and acquiring of supplies, services,
or construction to support a contingency operation.
b. contractor management. The oversight and integration of contractor personnel and
associated equipment providing support to the joint force in a designated operational area.
c. contingency operation. In accordance with section 101(a) (13) of Reference (d), a
