1. PURPOSE AND SCOPE
In accordance with the responsibilities defined in References (a) and (b) and the authority in
Reference (c), this Instruction:
1.1. Establishes an overarching Urban Training Facilities Strategy to synchronize individual
DoD Component strategies (see Reference (d)) and joint working groups.
1.2. Establishes and implements policy and assigns responsibilities for evaluating and
certifying military projects to upgrade existing or construct new urban training facilities.
2. APPLICABILITY
This Instruction applies to:
2.1. The Office of the Secretary of Defense, the Military Departments, the Chairman of the
Joint Chiefs of Staff, the Combatant Commands, the Office of the Inspector General of the
Department of Defense, the Defense Agencies, the DoD Field Activities, and all other
organizational entities within the Department of Defense (hereafter referred to collectively as the
“DoD Components”). The term “Military Services,” as used herein, refers to the Army, the
Navy, the Air Force, and the Marine Corps.
