SUBJECT: DoD Commissary Program

1. PURPOSE. In accordance with the authority in DoD Directive (DoDD) 5124.02 (Reference
(a)), this instruction reissues DoD Instruction (DoDI) 1330.17 (Reference (b)) to establish policy,
assign responsibilities, and prescribe procedures for operating the DoD commissary program.
2. APPLICABILITY. This instruction applies to:
a. OSD, the Military Departments (including the Coast Guard at all times, including when it
is a Service in the Department of Homeland Security by agreement with that Department), the
Office of the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Combatant
Commands, the Office of the Inspector General of the Department of Defense (IG DoD), the
Defense Agencies, the DoD Field Activities, and all other organizational entities within the DoD
(referred to collectively in this instruction as the “DoD Components”).
b. The Commissioned Corps of the U.S. Public Health Service (USPHS), under agreement
with the Department of Health and Human Services, and the Commissioned Corps of the
National Oceanic and Atmospheric Administration (NOAA), under agreement with the
Department of Commerce.
3. POLICY. It is DoD policy that:
a. The DoD commissary program is an integral element of the military pay and benefits
package for active duty personnel. An income benefit is provided through savings on purchases
of food and household items necessary to subsist and maintain the household of the Service
member for the inclusive period of compensated duty or service. Pursuant to section 2481(b) of
Title 10, United States Code (U.S.C.) (Reference (c)), the DoD commissary program enhances
the quality of life of members of the uniformed services, retired members, and their dependents
and supports military readiness, recruitment, and retention.
