1. PURPOSE
This Instruction establishes policy, responsibilities, and procedures in accordance with
reference (a), reference (b) and reference (c) for conducting a reduction in force (RIF)
in the Department of Defense.
2. APPLICABILITY AND SCOPE
This Instruction:
2.1. Applies to the Office of the Secretary of Defense (OSD); the Military
Departments; the Joint Staff; the Unified and Specified Commands; the Office of the
Inspector General, Department of Defense (OIG, DoD); the U.S. Court of Military
Appeals; the Defense Agencies; and the DoD Field Activities.
