SUBJECT: Data Submission Requirements for DoD Civilian Personnel: Workforce and
Address Dynamic Records

1. PURPOSE
a. Instruction. This instruction is composed of several volumes, each containing its own
purpose. In accordance with the authority in DoD Directive (DoDD) 5124.02 (Reference (a)),
the purpose of the overall instruction is to establish and implement policy, assign responsibilities,
prescribe procedures, and establish requirements for submitting DoD civilian personnel records
to the Defense Manpower Data Center (DMDC), a component of the Department of Defense
Human Resources Activity (DoDHRA).
b. Volume. This volume establishes policy and assigns responsibilities for submitting
workforce and address dynamic records for:
(1) DoD appropriated fund (APF) and nonappropriated fund (NAF) civilians paid partly
or wholly from DoD NAFs. They may be:
(a) U.S. citizens or non-U.S. citizens (legal resident aliens of the United States).
(b) Duty stationed within or outside the United States, without regard to pay status.
(2) Active duty members of the Military Services working at NAF instrumentalities
during off-duty hours.
2. APPLICABILITY. This volume:
a. Applies to OSD, the Military Departments, the Office of the Chairman of the Joint Chiefs
of Staff and the Joint Staff, the Combatant Commands, the Office of the Inspector General of the
Department of Defense, the Defense Agencies except as noted in paragraph 2b, the DoD Field
