Purpose: In accordance with the authority in DoD Directive (DoDD) 5111.1 and the direction in the
November 30, 2006, Deputy Secretary of Defense Memorandum, this issuance:
• Establishes policies, defines processes, and assigns responsibilities for managing U.S. GDP pursuant
to the guidance in the February 28, 2008, Deputy Secretary of Defense Memorandum.
• Establishes the Global Posture Executive Council (GPEC) as the DoD oversight body for GDP,
including DoD Components, the Department of State Bureau of Political-Military Affairs (DOS/PM),
and the National Security Council Staff (NSCS).
