1. PURPOSE. This Instruction establishes policy, assigns responsibilities, and provides
instructions for Maritime Operational Threat Response (MOTR)-related conferencing
coordination in accordance with the guidance in References (a) through (c) and the authority in
References (d) and (e).
2. APPLICABILITY. This Instruction applies to OSD, the Military Departments, the Office of
the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Combatant Commands, the
Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD
Field Activities, and all other organizational entities within the Department of Defense (hereafter
referred to collectively as the “DoD Components”).
3. POLICY. It is DoD policy to:
a. Coordinate with MOTR agencies across the range of maritime response activities to act
quickly and decisively to counter maritime threats. These activities include the deployment of
