SUBJECT: The Technical Cooperation Program (TTCP)

1. PURPOSE. In accordance with the authority in DoD Directive (DoDD) 5134.01 (Reference
(a)), this Instruction reissues DoD Instruction (DoDI) 3100.8 (Reference (b)) to establish policy,
assign responsibilities, and prescribe procedures for the organization, membership, functions,
and responsibilities of TTCP.
2. APPLICABILITY. This Instruction applies to OSD, the Military Departments, the Office of
the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Combatant Commands, the
Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD
Field Activities, and all other organizational entities within the DoD (hereinafter referred to
collectively as the “DoD Components”).
3. DEFINITIONS. See Glossary.
4. POLICY. It is DoD policy that:
a. The DoD shall cooperate with TTCP participating countries to the greatest degree possible
in the development and exchange of defense technology base information in accordance with
DoDI 2015.4 (Reference (c)) to further the policy in DoDI 2010.06 (Reference (d)).
b. Within the limits of National Disclosure Policy for sharing classified military information
with foreign governments and international organizations, TTCP shall facilitate exchanges in the
defense technology base as well as exchanges in the development and engineering for generic
military systems when such classified exchanges are clearly in the best interests of the United
States and comply with DoDD 5230.11 (Reference (e)) and DoDD 5230.20 (Reference (f)). The
