Purpose: In accordance with the authority in DoD Directive (DoDD) 5134.01 and consistent with
DoDD 5105.22, this issuance:
• Establishes policy, assigns responsibilities, and provides guidance in accordance with Section 352(d)
of Public Law 111-84 and Section 352 of Public Law 113-66:
o Management of the DoD clothing and textiles (Class II) commodity in peacetime and across the
spectrum of military operations.
o Development and fielding of Service-specific combat and camouflage utility uniforms and
families of uniforms.
• Establishes the Joint Clothing and Textiles Governance Board (JCTGB).
