SUBJECT: DoD Information Security Program and Protection of Sensitive Compartmented
Information (SCI)

1. PURPOSE. In accordance with the authority in DoD Directive (DoDD) 5143.01 (Reference
(a)), this instruction:
a. Reissues DoD Instruction (DoDI) 5200.01 (Reference (b)) to update policy and
responsibilities for collateral, special access program, SCI, and controlled unclassified
information (CUI) within an overarching DoD Information Security Program pursuant to
Executive Order 13526; part 2001 of Title 32, Code of Federal Regulations; section 3038(a) of
Title 50, United States Code; DoDD 5205.07; and Executive Order 13556 (References (c)
through (g), respectively).
b. Establishes policy and assigns responsibilities regarding the protection, use, and
dissemination of SCI within the DoD pursuant to References (a), (c), and (e) and Executive
Order 12333 (Reference (h)).
2. APPLICABILITY. This instruction:
a. Applies to OSD, the Military Departments, the Office of the Chairman of the Joint Chiefs
of Staff and the Joint Staff, the Combatant Commands, the Office of the Inspector General of the
Department of Defense, the Defense Agencies, the DoD Field Activities, and all other
organizational entities within the DoD (referred to collectively in this instruction as the “DoD
Components”).
b. Does not alter existing authorities and responsibilities of the Director of National
Intelligence (DNI) or of the heads of elements of the Intelligence Community (IC) established in
Reference (h) and policies issued by the DNI. Policies issued by the DNI may be obtained at
