1. PURPOSE
. This Instruction:
a. Reissues Reference (a) as a DoD Instruction in accordance with the authority in Reference
(b) to update policy and responsibilities for the DTIRP as a DoD arms control security
preparedness and outreach program consistent with References (c) and (d).
b. Designates the Director, Defense Threat Reduction Agency (DTRA), under the authority,
direction, and control of Under Secretary of Defense for Acquisition, Technology, and Logistics
(USD(AT&L)), as the DoD Lead Agent for the DTIRP and as Chair of the DTIRP Coordination
Group (CG).
c. Directs a security support program to ensure the continued protection of DoD programs,
operations, and activities.
2. APPLICABILITY
. This Instruction applies to OSD, the Military Departments, the Office of
the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Combatant Commands, the
Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD
