1. PURPOSE
This Instruction:
1.1. Implements policy, assigns responsibilities, and prescribes procedures under
reference (a) for implementation of T2 programs.
1.2. Authorizes issuance of DoD 5535.8-H, in accordance with reference (b).
2. APPLICABILITY
This Instruction applies to the Office of the Secretary of Defense (OSD), the Military
Departments, the Defense Agencies, and the DoD Field Activities (hereafter referred to
collectively as “the DoD Components”).
