History. This publication is a rapid revision to United States Army Training and Doctrine
Command (TRADOC) Regulation (TR) 5-14.
Summary. This regulation provides policy on management and oversight of the TRADOC
acquisition process. The process is primarily concerned with validating and documenting contract
requirements. This regulation implements the Department of Defense Instruction (DoDI) 5000.74
and Army Regulation (AR) 70-13.
Applicability. This regulation applies to all elements of TRADOC. This regulation is effective
the date published.
Proponent and exception to authority. The proponent of this regulation is the Deputy Chief of
Staff (DCS), G-8. The proponent has the authority to approve exceptions or waivers to this
regulation that are consistent with controlling law and regulations.
Army management control process. This regulation contains management control provisions
regarding the review and approval of TRADOC acquisitions, but does not contain checklists for
conducting management control reviews.
Supplementation. Supplementation of this regulation is prohibited unless specifically
approved by DCS, G-8 (ATRM-MDA), 661 Sheppard Place, Fort Eustis, VA 23604-5730.
